据美国媒体报道，库德林告诉记者，俄罗斯政府近年来开支过于庞大，支出超出了可以承受的范围，而经济上并没有努力摆脱对石油收入的严重依赖。库德林表示：“我们要对没能尽可能实现经济多样化而负责。我认为政府应当采取更为保守的金融政策，节省下因为高油价而获得的巨额收入。”俄罗斯政府曾预测国际油价定会保持在每桶95美元的水平，而事实上俄方估测的价格约为目前实际油价的两倍，油价大幅下挫使俄罗斯经济受到了沉重打击。

此前，俄罗斯官员通常都将全球经济危机的责任归咎于西方国家特别是美国，库德林也不例外。他指出，严重的经济危机已经使俄罗斯经济倒退了5年，但他同时不忘强调，美国的问题更为严重。他说道：“我们只是倒退了5年，但据我所知，美国的股市已经倒退了10年。”

库德林透露，2009年俄罗斯的预算赤字将达到8%，这是10年来的首次，预计此后两年这一数字将分别为5%和3%。但他表示，即便如此俄政府还是不会削减财政支出，只会在投入方面做出调整，有所侧重。库德林称：“支出总量会保持不变，甚至还可能有一些增加，这也是预算赤字达到8%的原因。我们会对支出计划进行优化调整，首先会停止一些新的项目计划，其次会裁撤政府机构，削减政府工作人员的薪酬。此外，我们将削减对部分非重点项目的投入。但是大型的社会支出和重要的基础设施建设不会受到影响。”

另据英国《独立报》分析，受到国际市场不景气影响，以出口外向型经济为主导的乌克兰已经濒临国家破产边缘。乌克兰国内生产总值的2/3来自出口产业，因此国际市场的风云变化对该国经济走势影响巨大。在众多出口产品中，钢铁和化工产品要占到出口总额的一半，前些年，这些产品之所以获得较好收益，完全得益于低廉的进口天然气价格。

《独立报》称，根据俄乌双方在今年1月份达成的新的天然气协议，乌克兰以低价从俄罗斯手中购得天然气的好日子已经结束。正因为此，乌克兰即将或者说已经破产。据悉，3月14日就是乌克兰向俄方支付天然气款的最后期限，而消息人士称，乌克兰方面无论如何也拿不出这笔钱。面临这种情况，唯有“断气”这条路可走。目前对于乌克兰来说，向国际货币基金组织（IMF）借款是最好的选择。去年8月，IMF已经向乌克兰提供了140亿美元贷款，此次乌克兰如果能借款成功，也许还能有一线生机，如若借款不成，则难逃国家破产厄运

Overrides exist to customize the output in special cases:

== Rationale ==

Use of this template allows templates to be [[Wikipedia:Protection policy|protected]] where necessary, while allowing anyone to edit the documentation, categories, and interwiki links.
